About Clean Heat Rhode Island
Clean Heat Rhode Island (CHRI) is a state-sponsored program helping Rhode Islanders transition from fossil fuels to clean, efficient electric heating and cooling systems.
The funding comes from participation in the Regional Greenhouse Gas Initiative (RGGI). RGGI is the first market-based cap-and-trade program in the United States designed to reduce electric power sector greenhouse gas emissions. Rhode Island has been a RGGI participant since 2007.
Program History
- In 2023, CHRI launched three programs using $25 Million in federal funding from the American Rescue Plan Act (ARPA). The ARPA-funded program is now closed. It provided 4,084 incentives, reduced over 150,000 tons of CO2 emissions, and became Rhode Island’s largest heat pump program to date.
- During this launch, CHRI created the Heat Pump Installer Network (HPIN) to help residents find qualified heat pump installers. CHRI also introduced virtual consultations and quote review services, which continue to support Rhode Islanders under the new state-run program.

- In 2025, CHRI re-opened with the new RGGI funding to launch a new Low-to-Moderate Income Heat Pump Incentive Program. This program serves Rhode Island households earning up to 150% of the State Median Income who heat with oil, propane, or natural gas and have completed weatherization upgrades.

Why It Matters
In 2021, Rhode Island passed the Act on Climate, a bold law requiring the state to reach net-zero greenhouse gas emissions by 2050. The Heating Sector Transformation (HST) Report showed that about one-third of Rhode Island's emissions come from heating homes and businesses—most of it from burning oil, propane, or natural gas.
Switching to high-efficiency electric heat pumps is one of the most impactful ways to cut emissions, reduce indoor pollution, and improve home comfort during the heating and cooling seasons.

Our Goals
This new program is funded through the Regional Greenhouse Gas Initiative (RGGI), which allows us to align more directly with Rhode Island's climate and equity goals. Through this initiative, we aim to:
Reduce Greenhouse Gases
By helping homeowners switch from fossil fuel heating and cooling to electric heat pumps, we’re supporting a cleaner, healthier energy future for Rhode Island.
Serve Underserved Communities
We’re focusing on low- and moderate-income households who may not qualify for other programs, promoting equitable access to energy efficiency upgrades.
Promote Weatherization
To make sure homes are ready for heat pumps and to maximize energy savings, we require weatherization before installation. We also track barriers to weatherization where applicable so we can improve support over time.
Minimize Out-of-Pocket Costs
We’ve designed this program to reduce upfront costs as much as possible, with generous incentives and layered support so that upgrading your home is affordable and worthwhile.
