Eligibility

Category Requirements
Eligible Participants 
  • Single family or multifamily homes with individually metered & heated dwelling units. Installation in garages and outbuildings do not qualify.
  • Must be on a residential electric rate (exceptions case-by-case)
  • Available to all RI electric utility customers (Rhode Island Energy, Clear River, Block Island Power) 
Weatherization

The home must be sufficiently weatherized. This means one of the following must be true: 

  • Built on/after Jan 1, 2000 OR
  • Completed all weatherization recommendations OR
  • Home Energy Assessment shows <$1,000 in recommended work.

Home Energy Assessment (HEA) must be current: 

  • Rhode Island Energy customers: HEA must be from 2014 or later 
  • Block Island or CREW customers: HEA must be from 2020 or later 

If your HEA is older, a new assessment is required. 

Fuel Type Requirements

Heat Pumps:

  • Existing primary heating uses natural gas, propane, or oil
  • Must displace fossil fuel heating in zones served by the heat pump
  • Partial displacement allowed (whole-home conversion not required)
  • Must sign attestation confirming the heat pump is the primary heating in the zones it serves 

Heat Pump Water Heaters:

  • Existing primary water heater uses natural gas, propane, or oil
System & Equipment
  • Equipment must meet program requirements (Details)
  • Must use an installer in the Clean Heat RI HPIN 
  • Installation must take place on or after program launch, July 21, 2025.
Income Eligibility
  • Household income must be below 150% of State Median Income (SMI)
  • Income verified via proof of active participation in SNAP, LIHEAP, RI Energy Discount Rate or via iVerify

Who Counts in Your Household Size?

To check if you qualify based on income, you’ll need to know your household size. This includes: 

  • All adults and children living in your home full-time
  • Roommates or extended family if they share income or expenses
  • Unrelated individuals if they are considered part of the household (e.g., domestic partners, long-term housemates
  • You do not need to be related by blood or marriage
  • You do not need to count people who live separately or part-time (like college students who file their own taxes and live away most of the year) 

 

Incentives

Clean Heat RI Incentives are capped at $18,000 per address. Incentives apply only to the eligible heat pump portion of the project. Costs for furnaces, unrelated work, or taxes are not included in incentive calculations.

Space heating & cooling (Air Source, Air-to-Water, and Geothermal Heat Pumps) 

  • Incentive Amount: 60% of eligible project costs up to $11,500 per address  
  • Lifetime Limit: $11,500 total for space heating system incentives per address 
  • This means homeowners can install systems in phases (e.g., ductless minisplits room by room), but total incentives for space heating systems cannot exceed $11,500 for that property over time. 

Air Source Heat Pumps

  • Systems must meet ENERGY STAR 6.1 Cold Climate efficiency criteria and be listed on the RI NEEP List

Air to Water Heat Pumps

  • Equipment must have a minimum COP of 1.7 while delivering 110°F supply water at an outside temperature of 5°F and be listed on the Clean Heat RI Air-to-Water Qualified Products List  

Ground Source Heat Pumps

  • Equipment must be ENERGY STAR & have a valid AHRI number.

Heat Pump Water Heaters

  • Flat Incentive: $2,500 per system 
  • This incentive is separate from the space heating system cap and may be combined with a heat pump installation. 
  • Systems must be ENERGY STAR and must have a UEF of 3.30 (2.20 for 120volt/15 amp circuit or split-system heat pump water heaters). 

Lifetime Program Cap (Per Property)

To maintain fairness and prevent overuse:

  • Total lifetime incentive cap per property: $18,000
    • This includes any past Clean Heat Rhode Island incentives previously received for the property.
  • Within this cap:
    • Up to $11,500 for space heating systems
    • Up to $2,500 for heat pump water heaters

Additional Incentives

Your heat pump project may be eligible for incentives other than the rebates offered through Clean Heat Rhode Island. 

Please refer to the links below for more information on incentives offered by Rhode Island utility providers and the federal government. Please note that Clean Heat Rhode Island does not guarantee that your project will be eligible for other incentives. You will need to contact the agencies offering these incentives directly to determine if you qualify. 

Federal Heat Pump Tax Credits

  • You can claim 30% of project costs for air-source and ground-source heat pumps.
  • Effective for products purchased and installed between Jan. 1, 2023 – Dec. 31, 2025
  • Maximum credit amount of $2,000 available for air-source heat pumps.

Rhode Island Energy

  • Air source heat pumps: $150-1,000 per ton of equipment capacity, depending on your current heating type. Please refer to Rhode Island Energy’s website for detailed incentive information. 
  • Heat pump water heaters: up to $600 rebate. Please refer to Rhode Island Energy’s website for detailed incentive information. 

Clean River Electric and Water District

  • Air source heat pumps: $350-700 rebate 
  • Heat pump water heaters: up to $450 rebate

Block Island Power Company

  • Air source heat pumps: $250/ton rebate 
  • Heat pump water heaters: up to $300 rebate

Rhode Island Agricultural Energy Program (RI AgEP)

  • Provides grants of up to $20,000 for energy efficiency and renewable energy projects, including heat pump and HPHW technologies
  • Provides grants of up to $20,000 for energy efficiency and renewable energy projects, including heat pump and HPHW technologies
